Russia Hits Part of UN climate talks to Review Decision Making Procedure

Latest UN climate talks ended on Friday in the German city of Bonn. There were some setbacks for the climate change talks as Russia, Ukraine and Belarus requested to review the decision making procedure in the two decade long UN Process.

The issue now likely seems to deadlock the talks at a time when important decisions are needed to be taken to handle climate change. Ronald Jumeau, a delegate from the Seychelles, said that there is a need to be careful otherwise, the whole system can collapse.

Many nations think that decision-making procedure needs to have more clarity. It has been seen many times at several climate conferences that after overnight debates, decisions have been taken despite protests from individual countries.

For example, Bolivia was overruled in Cancun, Mexico, in 2010 and Russia last year in Qatar. Russia was objecting a package of decisions, which also included an extension of the 1997 emissions treaty called as the Kyoto Protocol. However, Russia was ignored despite objections.

"Our process is very sick. We have constant problems with procedural matters and we are constantly forced to resolve problems in circumstances of haste and apprehension and anxiety", Russian climate envoy Oleg Shamanov told delegates earlier this week.
